This bill establishes new regulations for the sale and delivery of "hemp-derived vapor products," which are defined as vapor products containing certain compounds derived from hemp. The bill requires retailers to notify consumers that deliveries will only be made to individuals aged 21 or older and that proof of age will be required. Additionally, all packages containing these products must be clearly labeled with a notice that a signature from someone 21 or older is required for delivery. At the time of delivery, the person receiving the package must present a valid identification document, which the delivery person must visually inspect to confirm the recipient's age. The delivery person must also obtain the recipient's signature, and the recipient does not have to be the original purchaser. Penalties are outlined for retailers or carriers that fail to comply, including fines for first and subsequent offenses. Consumers who intentionally cause an unlawful delivery also face fines. If a delivery cannot be completed according to these rules, the products must be returned to the retailer.
