This bill establishes the "capitol centennial stewardship account" to fund improvements and enhancements to the Washington state capitol building as it approaches its centennial in 2028, aiming to preserve its historic integrity and ensure modern functionality for public access and enjoyment. Members of the legislature and statewide elected officials are authorized to solicit gifts, grants, and donations from public or private sources for this account, and when doing so, they are presumed not to be in violation of existing laws regarding the solicitation and receipt of gifts, provided these solicitations are for the purposes outlined in the bill. The bill also amends existing laws to clarify that these solicitations are permissible exceptions to certain restrictions on fundraising during legislative sessions and to the general definition and limits on gifts that state officials and employees can accept, with these specific provisions for the centennial stewardship account expiring on June 30, 2033. Any remaining funds in the account after its expiration will be transferred to the capitol furnishings preservation committee account.
