This bill appropriates funds to the University of Hawaii at Manoa College of Tropical Agriculture and Human Resilience to establish and develop a new Human and Community Resilience Institute, which aims to address food insecurity and promote positive outcomes for youth, families, and communities. The institute will integrate existing centers and programs to focus on increasing children's food and nutritional security, positive youth development, family well-being, and overall community resilience through community-based, data-driven approaches, including needs assessments, program evaluations, nutrition education, and youth development programs focused on food and farming entrepreneurship. The funding will also support twelve new staff positions within the institute, such as community nutrition associates and 4-H program coordinators, to help achieve these objectives.
