This bill amends existing law to restrict motor vehicles towing a vehicle or trailer from using the far left lane on roads with three or more lanes going in the same direction, with certain exceptions. These exceptions include when the vehicle is able to maintain speed with traffic, is overtaking another vehicle, is turning left or exiting, or is an authorized emergency vehicle, bus (including public transit, school, and tour buses), or van pool operated by a county. The bill also specifies penalties for violations, including fines for first and second offenses, and increased fines, mandatory traffic safety courses, or both for third and subsequent offenses within three years. Importantly, these restrictions and penalties will only apply to counties with a population of 500,000 or more.
