This bill establishes the Construction Worker COVID-19 Hazard Pay Program, administered by the Department of Labor and Industrial Relations, to provide a one-time hazard pay bonus of $20,000 (less applicable taxes) to eligible construction workers who performed essential construction work in Hawaii for at least 500 hours between May 5, 2020, and May 25, 2023, recognizing the risks they faced during the COVID-19 pandemic. The program requires workers to provide proof of employment and hours worked, and applications must be submitted by a deadline set by the department, which will be no earlier than 180 days after application forms are made available by January 5, 2027; the program is funded by an appropriation that will lapse on June 30, 2031, and the entire act will be repealed on that date.
