AI Summary

This bill aims to increase housing options and streamline development processes by allowing residential apartments in commercial zones, eliminating restrictions on building height and the number of stories, and permitting duplexes and townhouses in residential zones and mixed-use lots, while also allowing small-scale commercial uses in residential zones and additional dwelling units in single-family zoning districts. It also prohibits minimum parking mandates, which are requirements for a minimum number of off-street vehicle parking spaces, except for accessible parking, and revises the appeal process for zoning decisions, moving appeals from the zoning authority to the district court and establishing a hearing officer for certain permit applications. The bill also clarifies that community residences for persons with mental or developmental disabilities are considered residential uses and can be permitted in all residential zones.
