This bill establishes new regulations for dog breeders, defining a "dog breeder" as someone who owns, possesses, or has custody of more than ten dogs over twelve months old with intact sexual organs and who sells, barters, or transfers more than three litters and twenty-five dogs annually. It mandates that these breeders must meet minimum standards of care, including providing regular exercise, sufficient food and clean water, adequate housing and space for movement, and necessary veterinary care, and prohibits placing certain types of dogs together in the same enclosure to ensure their well-being.
