This bill establishes the "Hawaii Rx kids program" administered by the Department of Human Services to support households with very young children in Hawaii by providing direct financial assistance. The program will offer a one-time unconditional payment of $1,500 to expectant mothers during pregnancy, followed by six monthly payments of $500 starting at the child's birth and continuing through their sixth month of life. Additionally, depending on available funding, another six monthly payments of $500 may be provided through the child's twelfth month, with the possibility of cost-of-living adjustments to these amounts. The department can contract with a third-party administrator, but administrative costs must not exceed fifteen percent of the total program expenses. If funds are sourced from Temporary Assistance for Needy Families (TANF), payments can only be made to expectant mothers who qualify for Medicaid or whose family income is no more than three hundred percent of the federal poverty level. The department is authorized to create necessary rules for the program's administration.
