This resolution enacts a new Senate Rule, specifically Senate Rule 7-21, which prohibits any senator from consuming alcohol before or during any official floor session of the Senate or any meeting of a committee to which they have been appointed. This rule is being adopted by the Senate of the State of New Mexico, and its adoption is based on the understanding that Senate rules can be amended by a two-thirds vote of all senators or by a majority vote if recommended by the Senate Rules Committee.
