AN ACT RELATING TO UTILITIES; PROVIDING THAT A QUALIFYING UTILITY THAT IS ABANDONING OR THAT HAS ABANDONED A QUALIFYING GENERATING FACILITY SHALL NOT BE ELIGIBLE TO APPLY TO RECOVER ENERGY TRANSITION COSTS IF THE QUALIFYING UTILITY CONSTRUCTS NEW NATURAL GAS RESOURCES.
