This bill amends Hawaii's massage therapy laws to exempt individuals and establishments that exclusively offer manipulation of the hands, feet, or outer ears, such as reflexology or foot zone therapy, from the requirement to be licensed as massage therapists. To qualify for this exemption, practitioners must perform these services on fully clothed clients, be certified by a recognized industry organization with established standards, and not offer any other form of massage therapy. Businesses that solely provide these specific hand, foot, and ear manipulations will also be exempt from establishment licensure, and both individuals and establishments will be free from the associated advertising restrictions.
