This bill requires the Department of Health to develop and publish public health guidance and educational materials about radiofrequency energy exposure from cellular towers, including scientific findings, exposure sources, potential health and environmental effects, and how to locate nearby towers, and also mandates the department to conduct statewide measurements of radiofrequency energy, including from 5G millimeter wave technology, and publish these findings. Additionally, the bill prohibits counties from trimming, removing, or altering trees or vegetation around cellular towers or antennas solely to improve wireless signal reception or network performance, except when necessary for safety or to protect equipment, and appropriates funds for the Department of Health to conduct these statewide measurements. "Personal wireless services" refers to services like cellular communication, and "cellular antenna" and "cellular tower" are defined to encompass the structures and equipment used for these services.
