A "passenger ropeway" is defined broadly to include various systems for transporting people, such as aerial lifts (like detachable grip lifts and chair lifts), aerial tramways, and commercial funiculars, but specifically excludes elevators. A "mountain" is defined by meeting at least two of four criteria related to its height above surrounding terrain, average slope, topographic prominence, or formal classification. The bill aims to prevent the development of these transportation systems on mountainous terrain across all designated land use zones.
