This bill authorizes the issuance of general obligation (GO) bonds, which are loans backed by the full faith and credit of the government, and appropriates funds for capital improvements at the University of Hawaii College of Tropical Agriculture and Human Resilience's Agricultural Research and Extension Station on Kauai. These improvements are intended to address aging facilities that do not meet the requirements of the Americans with Disabilities Act of 1990, as amended, and to meet community needs for a certified kitchen to develop culturally relevant recipes and address food insecurity. The funds will be used for various projects including decommissioning a cesspool, demolishing old buildings, constructing new laboratories, greenhouses, field research facilities, a certified kitchen, farm manager cottages, fencing, and other necessary upgrades to comply with accessibility standards. The appropriation will be available for fiscal year 2026-2027 and will not lapse at the end of the fiscal biennium, with any unencumbered funds lapsing on June 30, 2028. The bill is set to take effect on July 1, 3000.
