This bill establishes the Imagination Library of Hawaii Program, which will provide one free book each month to children from birth through five years of age who live in the State of Hawaii. The State Librarian is tasked with setting up this program and will contract with a nonprofit organization to manage its implementation. This nonprofit organization must contribute at least fifty percent of the program's funding, promote local book gifting initiatives, engage communities in developing these programs, recruit partners to help run them, and work with a national nonprofit foundation to secure age-appropriate, high-quality books for the children at no cost to families. The bill also appropriates funds for the program's implementation and sets an effective date of July 1, 3000.
