This bill establishes a cesspool conversion loan special fund, to be managed by the Hawaii Green Infrastructure Authority (HGIA), to provide low-interest loans to eligible low- and moderate-income homeowners for upgrading or converting their cesspools to approved wastewater systems or connecting to sewerage systems, addressing the pollution concerns posed by cesspools which are mandated to be upgraded or converted by 2050. The bill also allows the Department of Health to transfer funds from its water pollution control revolving fund to capitalize this new program, and enables counties to collect loan repayments through water bills and forward them to the HGIA, thereby facilitating easier repayment for homeowners who may not qualify for traditional financing. Additionally, the bill appropriates funds for the establishment and operation of this program, including personnel costs, and clarifies the HGIA's authority to administer this new cesspool conversion financing program alongside its existing green infrastructure initiatives.
