This bill establishes a State Noxious Weed Coordinator position within the Department of Agriculture and Biosecurity to oversee statewide efforts in identifying, designating, and managing noxious weeds, which are invasive plants that threaten Hawaii's ecosystems, agriculture, and public health. The bill updates the process for designating and managing these weeds by allowing the public to submit proposals to add, change, or remove noxious weed designations, requiring public notice and reporting throughout the process, and clarifying the authority of the Department and the Board of Agriculture and Biosecurity. It also authorizes updates to the noxious weed list to be adopted by order and classifies noxious weeds into three categories: Class A for those not known or very limited in the state, Class B for those known but of limited distribution, and Class C for all others. Furthermore, the bill strengthens enforcement by increasing penalties for violations and updating departmental duties for noxious weed control and eradication, with an effective date of July 1, 3000.
