Providers must also implement measures to prevent the generation of sexually explicit content or content promoting self-harm for minors, and have protocols for responding to suicidal ideation. Furthermore, the bill restricts the collection and use of minors' personal data, especially sensitive data, and prohibits its use for targeted advertising or behavioral manipulation. Providers of AI companion systems that pose a "material risk of harm" (a significant risk to a minor's mental health, emotional well-being, physical safety, or development) must implement age assurance measures and offer parental tools for time limits and feature restrictions. Violations can result in civil penalties of up to $15,000 per day, with the Attorney General responsible for enforcement.
