This bill establishes a mattress stewardship working group within the Department of Health to address the growing problem of discarded mattresses, which take up significant landfill space and create environmental hazards. The working group's primary goal is to develop a comprehensive program for the collection, reuse, and recycling of mattresses, box springs, and mattress foundations. This program could include requiring mattress producers to fund stewardship organizations, implementing a fee collected at the point of sale to support these efforts, establishing a dedicated fund for mattress stewardship activities, encouraging retailers to offer take-back options for old mattresses, and setting up reporting requirements and penalties for non-compliance. The working group will be composed of representatives from the Department of Health, county solid waste divisions, mattress stewardship organizations, the mattress manufacturing and retail industries, donation and repair companies, recycling businesses, and waste-to-energy companies, and is tasked with submitting its recommendations to the legislature by early 2028, with the working group dissolving later that year.
