This bill requires the Office of Planning and Sustainable Development to create and maintain a comprehensive Hawaii Climate Adaptation and Resilience Plan to address the increasing impacts of climate change, such as sea level rise and extreme weather events, which threaten the state's health, infrastructure, economy, and natural resources. The plan will assess the financial risks of climate change to the state, analyze hazard and vulnerability data, evaluate adaptation options, and recommend strategies for land use, infrastructure, and community investment to enhance long-term resilience. The office must submit the initial plan to the Legislature by early 2028 and provide updates every five years thereafter. The bill also appropriates funds for fiscal year 2026-2027 to establish two new planner positions and for various expenses related to developing the plan, including modeling, data analysis, and public outreach.
