This bill updates Hawaii's public notice requirements by allowing government agencies to satisfy these obligations by posting notices on official state or county websites, in addition to the existing option of publishing in newspapers. This change aims to make public information more accessible and timely, reflecting the widespread availability of online resources. The bill amends Section 1-28.5 of the Hawaii Revised Statutes, which previously mandated publication in newspapers of general circulation. Now, for statewide notice, agencies can post on an electronic calendar or website maintained by the State, or publish in a statewide newspaper. For county-wide notice, agencies can post on an electronic calendar or website maintained by the appropriate county, or publish in a local newspaper. The bill also specifies that notices must be posted or published at least six calendar days before the required action, meeting, or effective date, and agencies must maintain physical copies of all public notices for public inspection. Supplemental notice through Hawaii FYI or other electronic means is also permitted. The term "government agency" is defined to include departments, boards, commissions, or officers of the State or its political subdivisions.
