It mandates that merchants selling cosmetics must accept returns of new or unopened items within 30 days for a refund and between 31 and 60 days for a merchandise credit or exchange, with exceptions for businesses holding a liquor license or a pharmacy. Furthermore, starting January 1, 2027, any merchant selling cosmetics that receives three or more warning letters from the Office of Consumer Protection (the state agency responsible for enforcing consumer laws) for failing to post proper signage will be required to display specific, state-provided return and refund policy signs at store entrances and points of sale. The bill also appropriates funds for the Office of Consumer Protection to create and distribute these signs.
