This bill declares the State of Hawaii as an "ocean cluster," which is defined as a hub for ocean-centered culture, stewardship, economic opportunity, and innovation, aiming to leverage the state's unique position and history in the "blue economy" – the sustainable use of ocean resources for economic growth. To achieve this, it establishes a new Office of Marine Affairs and a Marine Affairs Governing Board within the Hawaii Technology Development Corporation, and creates the position of Marine Affairs Coordinator. The bill also repeals the existing powers and duties of the Department of Business, Economic Development, and Tourism related to marine affairs and transfers the employees and functions of the Governor's Advisory Committee on Marine Affairs to the newly established Office of Marine Affairs, with all provisions taking effect on July 1, 2026.
