AI Summary

This bill lowers the minimum age to obtain a commercial driver's license within the state from nineteen to eighteen years old, removing the previous restriction that individuals could only operate a category 3 vehicle to qualify. However, it introduces a new stipulation that individuals under twenty-one years of age can only operate a commercial motor vehicle if they are actively participating in a state-approved commercial driver training program or a registered apprenticeship program, as determined by the Department of Labor and Industrial Relations (DLIR), and cannot drive commercially outside of these programs. The Department of Transportation is also required to consult with the DLIR to update its rules to allow individuals under twenty-one to operate commercial motor vehicles under these specific conditions.
