This bill aims to strengthen Island Burial Councils, which are important bodies responsible for protecting ancestral remains (iwi kupuna) and advising the department of land and natural resources on matters concerning Native Hawaiian ancestral remains, by extending the timeframe for filling vacancies on these councils from thirty business days to seventy-five calendar days after a member's term ends, providing a per diem stipend as compensation for council members who represent specific geographic regions (moku) to encourage participation and retention, and adjusting the quorum, the minimum number of members needed for a council to conduct official business, to a majority of appointed members, but ensuring at least three members are present.
