This bill establishes a Zero-Emissions Rideshare Rebate Program, administered by the Department of Transportation, to provide rebates for qualified transportation network company (TNC) drivers to purchase or lease zero-emission vehicles (ZEVs), which are vehicles that produce no tailpipe emissions. To fund this program, a rideshare fee will be assessed on each prearranged ride, with the rider being responsible for this fee, and TNCs will be required to collect and remit these fees. All collected fees will be deposited into a newly created Zero-Emissions Rideshare Subaccount within the Highway Development Special Fund, which is a fund used for various highway-related purposes. The bill also defines "low- and moderate-income household" as one with an income at or below 140% of the area median income, and clarifies that any rebate received will not be considered income for tax purposes.
