This bill establishes a temporary income tax credit for individuals and entities in Hawaii to help cover the costs of upgrading or converting a cesspool, which is a basic underground wastewater system, to a more advanced septic system or an aerobic treatment unit system, or to connect to a municipal sewer system. The credit is available for qualified expenses, with a maximum of $10,000 per taxpayer, and a total statewide cap of $5,000,000 annually, though unused credit can be carried forward. As a pilot program, the Department of Health can certify up to two large capacity cesspools, which serve multiple homes, for this credit. This provision applies to taxable years beginning after December 31, 2027, and will expire on December 31, 2032.
