This bill aims to address staffing shortages in permitting agencies, a problem identified by the Simplifying Permitting for Enhanced Economic Development (SPEED) task force, which was created to improve the efficiency of obtaining permits for various projects. This program will include tuition incentives for students who commit to working for state or county permitting agencies, and will help match these students with available positions. Additionally, the department will work with these agencies to standardize job classifications, ensure competitive salaries and benefits comparable to the private sector, develop faster hiring processes for urgent needs, and allow for more flexibility in hiring qualifications, especially for entry-level positions. The bill also appropriates funds for these initiatives and specifies an effective date.
