This bill requires school districts to verify the household gross earned income of students who qualify for free meals under the national school lunch program, and who are deemed "at-risk students" for the purposes of the Kansas school equity and enhancement act, by either direct certification or written evidence of income, with students not meeting these criteria no longer being considered at-risk for this specific act. Additionally, the bill authorizes the state department of education to reimburse school districts for the cost of reduced-price meals, calculated by subtracting federal and other reimbursements from the full-price meal rate, and mandates that school districts and other educational agencies must obtain express legislative approval before seeking federal authorization to receive special assistance payments under the community eligibility provision of the national school lunch program, with a provision for the legislative coordinating council to approve or deny such requests when the legislature is not in session.
