This bill requires retail electric suppliers, which are companies that sell electricity directly to consumers, to offer fair and non-discriminatory rates and services to any entity that provides electric vehicle charging services, ensuring that these suppliers do not unfairly compete with other charging providers. Importantly, any costs or expenses a retail electric supplier incurs for its own electric vehicle charging stations, specifically "fast charging stations" capable of delivering at least 50 kilowatts of direct current, cannot be passed on to customers through their regular electricity bills. However, these requirements do not apply to fast charging stations that were already in operation before July 1, 2026, or to stations located on the supplier's premises used exclusively for their own vehicles or employees' vehicles. Additionally, legislative committees will review the provisions of this act in 2031, holding public hearings to gather input and potentially make recommendations for future legislative action.
