This bill establishes provisions for licenses issued to established caterers, defining an "established caterer" as a catering business with a publicly accessible address that caters at least fifty events annually. It allows these caterers to obtain a liquor license for use at events they cater, provided they comply with local regulations, dispense liquor only in approved areas, cease liquor sales when food service ends, and do not operate the event as a bar or lounge. These licenses will not count towards the general limit on liquor licenses based on population, cannot be sold or transferred, and will have an annual fee of $400. The bill also amends existing law to include this new fee structure for established caterer liquor licenses and declares an emergency, making the provisions effective on July 1, 2026.
