This bill establishes new rules for kitchens within licensed child care facilities that prepare food exclusively for the children and staff in their care, defining these as "child care food preparation kitchens." It directs the state department, in consultation with child care provider associations, to create regulations that allow for exemptions from certain food safety and sanitation requirements for these kitchens, based on factors like the volume and type of food prepared, but not on the number of children served. Importantly, for kitchens that qualify for these exemptions, the bill specifies that they will not be required to have commercial-grade appliances like dishwashers, ovens, freezers, or refrigerators, nor will they necessarily need a three-compartment sink or a separate handwashing sink under certain conditions, and a certified food safety manager won't be mandatory if all food handlers possess a food handler permit.
