This bill establishes one full-time permanent position within the State Building Code Council to improve statewide coordination of building codes, make permitting processes more transparent, and support modernization efforts, addressing concerns that current inconsistencies and delays in county permitting systems are increasing costs for housing, infrastructure, and development. To achieve this, counties will be required to report their building permitting performance, such as average timelines and permit volumes, to the State Building Code Council. The Council will then develop a plan for a standardized statewide permitting data system or public dashboard to track this information and will also create standardized training and credentialing requirements for permitting officials to ensure consistency and professionalism across the state. Finally, the Council will report its progress and recommendations to the Legislature, and funds are appropriated for the new position, with the entire act taking effect on July 1, 2050.
