This bill authorizes the director of finance to issue general obligation bonds totaling $438,675,000 and appropriates these funds for various capital improvement projects within the fourth representative district for the fiscal year 2026-2027. These projects include the development of recreational areas like Kehena coastal recreational area and Kikala-Keokea park, construction and improvements for the Pahoa public library, the creation of an East Hawaii Central kitchen for a farm-to-school program, playground construction at Keonepoko elementary school, repairs to Pahoa high and intermediate school's gym roof, construction of a community center at O Maku?u Ke Kahua, development of Hawaiian Paradise Park community park and Isaac Hale beach park, creation of a safe swim area at Pohoiki, eradication of invasive albizia trees near public roadways and general albizia tree control, updates to the Wao Kele O Puna forest reserve, construction of an accelerator/decelerator lane at the Keaau transfer station, widening of Highway 130 in Hawaii county, and construction of an alternate route from Pahoa to Hilo. The bill also specifies that these appropriations will not lapse at the end of the fiscal year but will lapse on June 30, 2028, if unencumbered, and takes effect on July 1, 2026.
