This program would be for individuals aged 16 to 24 and aims to address workforce shortages in essential maritime occupations by creating pathways to high-wage, skilled jobs, thereby helping young people stay in Hawaii. The plan will detail curriculum, how it meets apprenticeship standards, the progression from high school to postsecondary training and apprenticeships, employer engagement strategies including paid training, resource needs, funding models, and implementation options. Honolulu Community College must then submit a report to the Legislature with its findings, recommendations, and any proposed legislation by a specific date, and funds are appropriated to support this study and planning process.
