This bill amends existing law to ensure consistent application of environmental justice principles by adding the forest practices board and the board of natural resources to the list of "covered agencies," which are state departments and entities responsible for environmental regulations. Environmental justice is defined as the fair treatment and meaningful involvement of all people regarding environmental laws, aiming to address disproportionate impacts on vulnerable populations and overburdened communities, which are areas facing combined environmental harms and health impacts. The bill requires these newly added boards to comply with environmental justice obligations, including conducting environmental justice assessments for significant agency actions, which are defined as major rulemakings, grant or loan programs, large capital or transportation projects, and agency-requested legislation. Specifically, the forest practices board must suspend any rule not yet in effect until it complies with these obligations and cannot adopt new rules without doing so. Both the forest practices board and the board of natural resources are required to submit reports by July 1, 2027, analyzing past actions and comparing them to what would have occurred if they had been considered covered agencies earlier. The bill also declares an emergency, meaning it takes effect immediately upon passage.
