This bill amends existing Arizona law to address noise pollution and environmental nuisances. Specifically, it expands the powers of a town's common council to include restraining and punishing the blowing of horns, crying of goods, and importantly, the creation of sound by a speaker or amplifying equipment that causes obstruction or annoyance. It also adds a provision to building permit regulations, stating that a municipality cannot issue a building permit for a structure that contains speakers or an amplifying system capable of emitting sound at seventy decibels or greater, and which emits such sound frequently. Furthermore, the bill defines an environmental nuisance to include a speaker or amplifying system with the capacity to emit sound at seventy decibels or greater, thereby allowing for action to abate such noise as an environmental nuisance.
