AI Summary

This bill expands the authority of local governments and the State Fire Marshal to restrict the sale and use of fireworks during dangerous weather or environmental conditions, such as severe drought, by allowing them to issue proclamations or orders. These restrictions can range from banning specific types of fireworks to prohibiting all fireworks in certain areas, and local proclamations must be issued at least twenty days before a holiday. The bill also increases criminal penalties for violating fireworks laws, making it a crime to disobey an order from the State Fire Marshal with penalties including fines and potential jail time, and introduces civil fines for property owners who allow illegal fireworks use on their land. Additionally, violating an order from the State Fire Marshal can lead to the suspension or revocation of fireworks licenses or permits, and the bill appropriates funds for a public awareness campaign and surveillance technology to combat illegal fireworks use.
