This bill repeals several existing accounts, including those for independent youth housing, hospital infection control grants, climate resiliency, criminal justice training range maintenance, COVID-19 unemployment, institutional impact, and hydraulic project approval, with most of these changes taking effect on July 1, 2026. Additionally, it amends the law governing the abandoned recreational vehicle disposal account, specifically adjusting the percentage of expenditures allowed for administrative expenses by the department, and mandates that any remaining funds in abolished accounts on July 1, 2026, will be transferred to the state general fund. A new section also directs that moneys in the salary/insurance contribution increase revolving fund, held by the office of financial management, must be deposited into the general fund starting July 1, 2026, and prohibits further expenditures or transfers from that revolving fund. The amendment to the abandoned recreational vehicle disposal account takes effect immediately, while the other provisions become effective on July 1, 2026.
