This bill requires owners and operators of nuclear power plants in Arizona to ensure that contractors and subcontractors performing work at these facilities utilize a skilled and trained workforce. This workforce must include registered apprentices participating in approved apprenticeship programs and skilled journeymen, with the percentage of skilled journeymen gradually increasing from thirty percent by January 1, 2027, to sixty percent by January 1, 2029. Contractors and subcontractors must pay skilled journeymen at least the prevailing wage for their occupation, which cannot be less than the minimum wage. The Industrial Commission of Arizona (commission) will establish rules to verify who qualifies as a skilled journeyman and to handle reports of workplace violations. The bill also allows for exceptions during emergent situations where non-skilled journeymen can assist until the emergency is resolved. For the purposes of this section, a "skilled and trained workforce" means all workers performing outage, maintenance, repair, alteration, or installation work are either registered apprentices or skilled journeymen, where a "skilled journeyman" is defined as a graduate of an approved apprenticeship program.
