This bill mandates that beginning in the 2027-2028 school year, all Arizona public schools and charter schools must provide annual, age-appropriate firearm safety and awareness instruction to students from kindergarten through twelfth grade, focusing solely on accident prevention and personal safety. This instruction will cover safe firearm storage, what to do if a student encounters a firearm (emphasizing not to touch it and to tell an adult), and the risks of unsafe handling, but it will strictly prohibit the use of live firearms, ammunition, or any demonstrations involving handling or firing a gun, and will not train students in firearm use or express opinions on firearm ownership. The curriculum must be objective, neither promoting nor discouraging firearm ownership, and schools can deliver this instruction through various methods, including classroom lessons, assemblies, or approved digital materials, and it can be integrated into existing health or safety courses. The Arizona Department of Education, in collaboration with the Department of Public Safety and the Arizona Game and Fish Department, will develop neutral, fact-based, and developmentally appropriate instructional materials designed to prevent injuries and promote student safety, which will be made available to schools and accessible to parents for review. Importantly, this bill does not regulate firearm possession or use, nor does it allow for the collection of student information about firearms.
