This bill establishes an off-site construction working group within the State Building Code Council to develop proposals for a new program aimed at streamlining the construction of small, single-family homes (under 1,200 square feet) using pre-fabricated components. This initiative stems from recommendations by the Simplifying Permitting for Enhanced Economic Development (SPEED) task force, which identified that counties currently spend significant resources reviewing off-site building components, leading to duplicated efforts. The proposed program would centralize manufacturer certification and quality assurance at the state level, create a library of pre-approved designs and components, and define clear regulations for their use and inspection. While the state would certify factories and standardized models for compliance with building codes, counties would still be responsible for site-specific reviews like foundations and utility connections. The working group, composed of state officials, architects, engineers, labor representatives, and other stakeholders, will also explore ways to support the off-site construction labor force, strengthen material supply chains, and integrate the program with zoning and infrastructure planning. The bill appropriates funds for the working group's activities and mandates that it submit its findings and any proposed legislation to the legislature by early 2027, with the working group dissolving on June 30, 2027, and the overall act taking effect on July 1, 2050.
