This bill clarifies that employees of the Hawaii National Guard's youth and adult educational programs, now to be known as the "Hawaii National Guard Civil-Military Program" and also called "Na Kula Alaka?i" in Hawaiian, are excluded from collective bargaining, meaning they cannot join or be represented by a labor union. This change is made to Section 89-6 of the Hawaii Revised Statutes, which lists individuals who are not eligible for collective bargaining, and also amends Section 121-44 to reflect the program's new name and explicitly state that positions within it are exempt from chapters 76 (Civil Service) and 89 (Collective Bargaining). The bill also allows the department of defense to manage and expend funds, services, or property received from sources other than the legislature or federal government for the program's purposes, with specific reporting requirements.
