This bill amends the functions and responsibilities of the State Health Planning and Development Agency, which is the state agency responsible for health planning and development. It introduces a new definition for "health care" to include the improvement of a person's health through prevention, diagnosis, treatment, and amelioration or cure of illness, injury, or impairment, regardless of where services are provided, and specifically includes oral health, behavioral health, and long-term care. The bill also modifies the exemption threshold for changes to a facility's licensed bed types, allowing for changes up to thirty percent of existing beds, and exempts the Department of Health from needing a certificate of need, which is a permit required for certain new health care facilities or services, before undertaking projects.
