This bill requires home-schooled students in Hawaii to participate annually in specific in-person assessments at the public school they would otherwise attend, starting with the 2027-2028 school year. These assessments include the kindergarten entry assessment for incoming kindergartners, universal screenings for first and second graders (with the first screening being mandatory), and the statewide English language arts and math testing program, known as the Smarter Balanced Assessment, for grades three through eight and eleventh grade. Alternatively, students in Hawaiian immersion programs can take the Kaiapuni Assessment of Educational Outcomes, or KA?EO. The purpose of these requirements is to allow the Department of Education to monitor student progress, identify potential learning needs, and ensure access to supportive services, while still respecting parental choice in education.
