This bill, effective July 1, 2050, allows the Board of Land and Natural Resources to create, change, or remove administrative fee schedules for various uses of forest reserves, wildlife sanctuaries, game management areas, natural area reserves, and Na Ala Hele trails and access, including fees for camping, cabin rentals, parking, group use, commercial activities, and special uses, without needing to follow the standard administrative rule-making process (chapter 91). The department must post proposed fee changes online at least 45 days before a board meeting, providing the full text and details of the meeting where the public can offer input. These fee schedules, which can include a range of minimum and maximum charges, will become effective ten days after board adoption, or a later date specified by the board, but no more than thirty days after adoption. Additionally, the bill exempts parking lot and concessions operations on these lands, as well as on public property for ground transportation services, from the usual bidding requirements for concessions on public property.
