This bill amends existing law to allow the Hawaii Department of Education to procure local edible produce and packaged food products under certain conditions without strictly following the Hawaii Public Procurement Code, which are the standard rules for how government agencies buy goods and services. Specifically, the department can now purchase these local food items if they cost no more than five percent higher than similar products from outside Hawaii, or if the purchase amount is less than $250,000. "Non-local alternatives" are defined as food products that don't meet the state's definitions for fresh local agricultural products or local value-added, processed, agricultural, or food products. While these procurements are exempt from some requirements, the department must still obtain at least three written quotes, or provide written justification if fewer are received.
