This bill amends existing law to expand the types of correctional programs that can be considered for parole eligibility for individuals incarcerated in state correctional facilities. Specifically, it adds "treatment" programs, which can include substance abuse, mental health, and sex offender treatment, as well as participation in "work furlough" as part of vocational education, and "other programs designed to assist the committed person with successful reintegration back into the community." These programs, along with existing academic, vocational education, and prison industry programs, will be assessed by the Department of Corrections and Rehabilitation's Receiving and Diagnostic (RAD) assessments and recommended for parole eligibility. The bill also clarifies that program requirements can be waived at the discretion of the Hawaii paroling authority and that the precondition for parole will not apply if such programs are unavailable at a correctional facility. This change is intended to enhance rehabilitation and reduce recidivism by recognizing the value of a broader range of rehabilitative efforts.
