This bill mandates that starting with the 2027-28 school year, all high school coaches, including those in private schools that are members of the California Interscholastic Federation (CIF), must complete initial and recurring training every two years on behavioral and mental health topics. This training will cover recognizing signs of mental distress, trauma-informed care, creating positive team cultures, and appropriate referral procedures, though coaches will not be permitted to provide counseling. Additionally, the bill requires the State Department of Education to develop or identify a model training program by September 1, 2027, for coaches in all youth sports organizations, both recreational and competitive, which will also focus on mental health awareness, resilience, and referral pathways, and this training will be made available online and disseminated through partnerships.
