This bill authorizes the governing board of the Cerritos Community College District to enter into data sharing agreements with local educational agencies (school districts, county offices of education, or charter schools) that partner with the district under programs like the California College Promise or College and Career Access Pathways (CCAP). The purpose of these agreements, which are in effect until January 1, 2032, is to create a "seamless access to community college" by ensuring that high school students have an active and ready-to-enroll student record when transitioning to the Cerritos Community College District, without needing to re-enroll or register separately. The data shared will be on a form developed by the Chancellor of the California Community Colleges, populated with information from statewide systems like OpenCCC and CCCApply, and must comply with privacy laws. The Chancellor is also required to report to the Legislature by January 1, 2031, on the effectiveness of this program, which is considered a special statute due to the unique circumstances of the Cerritos Community College District, including its high population of first-generation college students and existing partnerships.
